gibala. good morning everyone. no real events to get in your way if you're headed out, at least in the baltimore area. everything running smoothly on the beltway and your mayor roadways. average speeds 55 at the top and west of the beltway. no problems on 95. there is a live look at the capital beltway. we still have a lingering problem because of an accident that we had earlier blocking two right lanes there at good luck road. if you're headed on the baltimore beltway speeds still up to par although it's getting busy there at baltimore national pike. now wjz has the stories people are talking about. the teenager who opened fire inside perry hall high school on the first day of school learns his sentence as police release his videotaped confession. >> good morning. in those new interview tapes robert gladden admits he had been plotting the attack formonts. a judge has sentenced him to 35

years behind bars. >> surveillance videos show robert gladden junior pull a shotgun from his pants inside perry hall high school cafeteria. as he opened fire teachers rushed in his direction pinning the teen against a vending machine. >> i put the stock in the pocket and put it under my shirt. >> gladden tells police he warned two friends to leave the school before the attack. he then assembled the gun and walked into the cafeteria. >> i didn't have any one person i was trying to kill. i just turned to the side and shot. >> that shot hit 17-year-old daniel borowy, a special needs student. gladden brought 21 bullets with him. if he hadn't been stopped his plan? >> get as many as i could and kill myself. >> so you wanted to kill as many as you could. >> in court gladden's father pleaded for mercy saying he never saw this coming. his lawyer says the teen has issues. >> we're penalizing people with

mental illness. >> i'll probably be fearful probably for the rest of my life, but that's just me. >> they're hurting. we're hurting. everything is. there's no winner. >> gladden will be 50 years old when he gets out of prison. >> during the sentencing hearing, gladden read a statement apologizing to the borowy family and asking for understanding. meghan mccorkell wjz eyewitness news. >> to hear the entire unedited tape of the confession to police go to wjz.com. city police have identified the two people shot to death and left in a burning car last week. they're identified as 33-year- old alysia strickland and 34- year-old taewon tuck. the burning car was found in an alley on clifton avenue friday morning. the two people inside had gunshot wounds to their head and that strickland was a graduate student at morgan

state university. thousands descend on annapolis. they're pushing for a multibillion dollars construction plan to fix crumbling classrooms. wjz and mike schuh are live with the latest. >> good morning mike. >> reporter: good morning everyone. thousands say they need their voices to be heard. if you want to help maryland they say you must help baltimore first. >> a few thousand students, city leaders and concerned citizens rallied in front of the state house in annapolis monday. they are advocates for baltimore schools and demanding more money to fund them. >> it's time for better buildings, better baltimore, better maryland. >> phillipe jackson is the principal of gilmore elementary school in baltimore and he says it's falling apart. >> you see the vents, you have some that work, some that does not work. >> in fact the baltimore education coalition says it has a bold long range plan. $1 billion is the estimate for the amount needed to renovate 65 schools, perhaps the harder sell will be the political will needed from the governor and

lawmakers. >> when the confetti falls on the last day of the session, we will have a deal for baltimore schools. >> we really need to make some improvements in baltimore city schools. >> we recognize that our children deserve the best and if they're going to learn they've got to be in facilities ready for learning. >> jackson's school is a prime example and gilmore elementary is on the list to be renovated if it can make it that far. >> do you think people will come up with the money? >> reporter: the governor has expressed interest in the concept but has not thrown his support behind the this legislation. i'm mike schuh reporting live. thank you very much. the deal would fund baltimore city schools. the deadline to stop the federal budget cuts is three days away. and unless congress acts $85 billion of cuts will go into effect on friday putting hundreds of thousands of jobs

at risk. there are no signs any last minute deals will be made. as pat warren explains this morning, maryland's proximity to washington d. c. makes it one of the states with the most to lose. >> sequestration raising concerns for thousands of maryland workers. >> how soon will we be notified we would have to go out on furlough. >> the prospects are for having a budget in a month. >> i think that maybe there needs to be a shift in the focus. >> people aren't getting that chance to get their views expressed. >> maryland's senator ben cardin fielded questions at the social security administration in woodlawn. >> it's going to cause significant reduction in service levels. >> these are job killing cut doctors governor o'malley on face the nation. >> whatever our differences might be, we understand this is an economic threat. this is going to hurt a lot of moms and dads in our region who go to work every day.

>> o'malley and other governors met with president obama at the white house. >> they need to get out of the box and understand that this has real implications in people's lives. >> the president needs to stop campaigning, stop trying to scare the american people. stop trying to scare states. all of us are calling on congress to come together to solve this problem and do it not in an arbitrary way but in a way where we can compromise and save jobs and keep our economy moving forward. >> right now it looks like a standstill. and according to the governors the president offered no assurances that the cuts will be avoided. i'm pat warren reporting. thank you very much. the president is urging those governors to lobby their members of congress. here big changes are coming to orioles and ravens games. smoking is banned completely. the maryland stadium authority has made it against the rules to smoke anywhere at m and t bank stadium and camden yards

the the teams are said to be working on plans that will allow fans to leave the stadium and reenter. on wjz spring training report the orioles take on the pittsburgh pirates after defeating the new york yankees. brian mat tis started the game and set the tone by throwing two score innings. they would end up in a 5 to 1 victory orioles over the yankees. it's just a matter of time before those -- that's a beautiful thing. these guys have just picked up almost exactly where they left off. >> seemingly so. >> and that is a beautiful thing. >> another thought as i'm looking at this video, you know, spring training, how many watching are not jealous.

how many people are not jealous they're not sitting down there whether you're a baseball fan or not, sitting down there chilling at 70. it's been a winter free winter if you will. but it has been great. like when that sun was out, you know, yesterday, did you notice how -- the day before -- people are like, wow, the sun, it has been an exceptionally great winter. i'm going to church the number. i we want -- crunch the numbers but the amount of days the overcast has been the sky condition, we'll take it back to thanksgiving. i think it's going to be astounding. i always thought i could live in seattle it would be comfy and cozy, no way. get me down to south florida where they're playing baseball in the sunshine. take a look at first warning doppler weather radar. a big slug of moisture is going to pivot up the 95 corridor.

it's going to be rain today. temperatures right now are in the upper 20s. by the time the rain gets here we're in the low 40s in central maryland the having said that, there's a winter storm warning in effect for gary county. the higher elevations of maryland could see over a half foot of snow. winter weather advisories in effect for washington and allegheny counties. here and again it is going to be rain. high temperature in the mid, maybe mid-upper 40s. temperatures never go below 40 tomorrow. 2 inches away from 60 degrees. i got to be honest with you, you got a good assignment. you're inside and you're in a wine bar. >> i'm trying to get -- it was 85 in orlando yesterday. >> your live shot gives new meaning to the words wake and bake. >> yes it does. >> reporter: we're live at fleet street kitchen harbor east talking wine this morning,

lakes, another area of low pressure, that's going to give us this rain pivoting up the 95 corridor, and some extremely mild conditions. that close to 60 degrees tomorrow. so take a look at the forecast for the day and understand it's going to be all rain and about an inch of rain 12 hours, noon to midnight. a couple lingers showers overnight. rain heavy at times before then. 41 tomorrow mostly cloudy. 58's going to be the high but it's going to be breezy. it's not going to be an ideal day. that 58 that's forecast high. probably going to feel more like 48 or 50. this time of the year is normal. showers thursday 49. friday sun, 43. mostly cloudy saturday. 47 but down to 39 sunday. hi don, good morning everyone. no major issues just yet. if you're headed out on 95 we're still looking at full speeds between 95 white marsh

state from herman vehmer. we have this paired with chicken liver parfait. we call it a parfait, the french word for perfect. it literally is perfect. orange peel, coriander, vanilla and this wine has sweetness in it that matches with the sweetness of the dish. there's a little honey cake on the dish as well. >> what do you got over there tim in. >> we have a little red here as well. i'll move that to the side and pour this one out. >> this is a bordeaux brought in by a legendary wine importer, kneel rosenthal. this mixes a car we are nay and merlot. it features a roasted loin of lamb, a lamb tortellini made in house, a little romaine from our farm and a little bit of sauce as well. it's a really fantastic dish, one that we think matches up great with the earth thinkness

a controversial ageneral too for the new chief diplomat secretary of state john kerry started his first foreign trip in london to discuss hot button issues like syria and iran. next up is a meeting with the russian foreign minister. they're expected to concentrate on the emotional issue of the recent russian band on american adoptions. now imagine meeting the child you want to adopt, building a relationship, and then being told you can't be together. that's what thousands of american families trying to adopt children from russia are dealing with right now. this morning jessica kartalija shares the story of a maryland couple caught in the middle of a political tug of war.

>> good morning. unless a russian court has already approved the adoption there's an indefinite hold on new adoptions of russian children here in the u.s. one maryland family shares with us their heartbreaking story. >> for matt and julie, waiting is excruciating. >> i sit there and i pray to god every day that he'll let us bring them home. >> in september the carol county couple left their farm flying to russia where they spent days getting to know two 10-year-old girls they desperately hope to adopt. >> how did it feel when you actually met the girls for the first time? >> after the first meeting we knew that these girls were for us. >> wjz has blurred the girl's faces since matt and julie are waiting to see if the ban is lifted. >> they're both deserve a loving home, and that's what we

can provide. >> many believe this adoption ban is in response to a recent american law calling for sanctions against russians who commit human rights violations. ruth wedgwood is on the state department's advisory committee on international law. >> are the children and their families the victims of some political tug of war between the two countries. >> it's particularly cruel to have international adoption become the captive of other issues in the american russian relationship. i would take this as a private sector issue which should not be held hostage. >> americans and russians are protesting the ban concerned for the more than half a million orphans waiting for homes. when russia opened its doors to american adoption in the 1990s they adopted more than 60,000 russian children. judy wilson is working with

it's wjz, maryland's news station. it is 6:30 and that's a live look at the traffic streaming into the city from the southwest corner and i-95. sharon's watching that and other roads for you this morning. >> let's take a look at radar, a bunch of rain coming our way. let's say noon through midnight, going to get about an inch of rain, got to carry an umbrella to work and school today. right now it's below freezing at 28 which is exactly the same temperature as this time yesterday. by the time the rain gets here and through the entire rain event temperatures going to be in the mid-40s and essentially staying there. don take it away. thank you. how about the rush right now. >> hi don good morning everyone. starting to see some delays out there in the you believe spots. the west side of the beltway speeds starting to slow down. 52 is your average on the west side outer loop, on 95 southbound a minor delay between the beltway and the tunnel. there's a live look at the west side looking more significant than 52 average there at

baltimore national pike. there is another live look outside 95 in and out of the fort mchenry tunnel. no problems there just yet. now wjz has the stories people are talking about this morning. there are now just three days left before those huge federal budget cuts kick in and while many economists say the cuts will certainly hurt the economy, there are no negotiations in congress to prevent them. here's susan mcginnis reporting for wjz president obama heads to a virginia ship building town today. new port news virginia is home to navy and defense contractors. families could face layoffs if budget cuts kick in this friday. >> and leave a lot of folks who are already pretty thinly stretched scrambling to figure out what to do. >> republicans in congress are criticizing the president saying he should stay in washington. >> stop cam paining and come back to the table and work with us. >> the main sticking point between the white house and

congressional republicans, taxes. the president wants to close tax loop holes along with spending cuts. republicans say they raised taxes in the fiscal cliff deal in january. >> mr. president you got your tax increase. it's time to cut spending here in washington. >> there seems seems to be a willingness on the part of some republicans to let the cuts happen figuring since they're phased in over several months the impact won't be as severe as the president suggests. >> the president said during a meeting of the nation's governors monday the budget cuts are already being felt. >> companies are preparing layoff notices. families are preparing to cut back on expenses. >> but some republican governors aren't buying it. >> i think it is possible to cut less than 3% of the federal budget without causing devastating consequences. >> they say the president is using scare tactics. >> in washington susan mcginnis wjz eyewitness news. >> senate democrats and republicans are expected to introduce separate bills in the coming days to try and avoid the budget cuts.

both bills seem unlikely to pass. republicans say they waiting on the senate. breaking news out of egypt, a hot air balloon has crashed there and 18 tourists are dead. the hot air balloon flight caught fire and crashed on to a sugar cane field. these images were taken bay tourist in another balloon that could only watch as the balloon plunged a thousand feet blow. three survivors are in the hospital. here the u.s. army private accused of sending hundreds of thousands of classified documents to wick key leaks is expected in court bradley manning is appearing at fort mead for a four day hang that will address his motion to dismiss charges. it may also address his offer to plead guilty to reduced charges on 10 of the 22 counts against him. and a major push in annapolis for a change inside baltimore city schools. thousands of families rally in the state capital for a multibillion dollars school

wife. she testified she went to the fbi after finding disturbing material on his computer. he says it was a fantasy of his. a baltimore county councilman is own up to drunk driving oaf the weekend and wjz investigates how he treated the officers who arrested him. here's adam may with more on the outrage. >> baltimore county councilman todd huff looked nothing like his picture when he was arrested on charges of driving under the influence over the weekend. elected in 2010 the district 3 republican represents federal and northern baltimore county. around 3 a.m. saturday huff left the elks lodge in towson and drove a county owned vehicle without his headlights on. when police stopped him for erratic driving he pulled into an auto repair business on york road he owns. according to documents huff asked arresting officers don't you know who i am. he admitted, yeah, i've had a

few drinks and he asked do we really need to be doing this. then police say huff called the police chief repeatedly. >> the chief received three phone messages in the middle of the night from councilman huff. he did not respond to them. >> police say huff stumbled, staggered before register a .20. it has constituents outraged. >> do you think the councilman should keep his job or resign? >> i think he should resign. >> you should take responsibility for that and step down. >> in a statement huff says he made a poor decision and is prepared to face the consequences. he regrets the pain he has caused family and friends. >> he declined a request for an on camera interview. he did say he is giving back that county owned vehicle. he did not mention leaving his post in baltimore county. adam may wjz eyewitness news. >> the councilman was released from custody a few hours after his arrest.

today marks one year since the death of trayvon martin, the teenager killed by a neighborhood watch volunteer in florida. martin who was 17 was walking through a gated community in sanford when he was shot and killed. the man accused in his death is said to be tried on june 10th. martin's parents say they continue to work to keep their son's memory alive. >> we want to attend a candlelight ceremony here in new york. we've already done something in miami. we've done a peace walk to let teenagers know they have a right to walk in peace. >> zimmerman says he shot martin in self-defense. he is charged with second degree murder. back here this year's preakness infield conceder et will concert will have a more hip-hop feel. >> ♪ long way from those hard ways ♪ ♪ >> pit bull headlined the party at the race course on saturday

may 18th. he'll be joined by macklemore and ryan lewis. acts on a second stage will be announced closer to race day. ravens coaches continue to check out some of the most talented college players in the country. john harbaugh and his coaches are in indianapolis for the college scouting combine. they have their eyes on the best of the college for the draft in april. manti te'o is considered a candidate for the ravens first round pick, but he ran a sub par 40-yard dash yesterday. you can see coach harbaugh's reaction in the split screen. the combine wraps up later today. i have never seen such television coverage of an event in -- don, you watched any of in? >> i have not. >> i did not this year. >> oh, my goodness. i mean it's -- i can't watch more than 10 minutes of it at a time, but if you wonder. >> wow, wow,. >> and this -- and let me tell

more snow for the midwest and new england. half a foot plus for both locations. warm air moves our way. tomorrow close to 60 with clouds and some wind around it's not going to feel like it, but having said that, 46 today and temperatures remain steady through the afternoon. the deep overnight we only drop with lingering rain down to 41. tomorrow there's that 58 with cloudy, breezy conditions. on thursday maybe a late shower, 49. friday sunny 43. saturday partly sunny 47. sunday 39 degrees. what's happening on the hurry up, here's sharon gibala wjz traffic control. not much which is a great thing for our drivers this morning on this tuesday. we only have some minor delays on the west side of the beltway, 52 is your outer loop average. no major delays on 95 southbound either between white marsh and the tunnel. there's a live look at the west side. that's the worst point of the west side outer loop at baltimore national pike. you can see brake lights.

cop show. did i hit this one on the head? yeah, you did actually. >> yeah yeah. that's what we think -- that's why -- that's why we were drawn to it so much because it has a procedure element but really the strength of it comes from the characters and how they interact. and the cases themselves are all intertwined with their own problems and their own families and their own mistakes they've made. so you have these cases which are directly link today them as well as hearing about their background of their family. >> i think that being a character driven show is what keeps people -- what will keep people interested in it. we have some very, very, very fine actors in this show and well drawn characters, well written characters. i think it's going to be a good ride. >> you know what it reminds me of don, homicide. >> i was thinking streets of san fransisco. >> it is a lot like merchandise. you homicide. i watched a lot of the first 48 and because it's real cop's

behavior and stuff and we had some really great consultants on the show who are retired first grade new york city homicide detectives and we learned a lot from them and nick wooten is who wrote on nypd blue and has a storied career as a television writer. he was able to incorporate real dialogue and real language and we got to meet and interact with homicide detectives and i think it's very true to form. >> to make sure our audience knows what happens, one of you is the young street hero flying his way through the department. the other has been there for a while and you've been paired together. and you get along from the first day and everything's roses right in. >> not quite. >> no, they have -- yeah, they have a fractious relationship but it's based on respect but it's going to be something that they're always butting heads, but at the same time there's this kind of natural chemistry that they have and are kind of a love for one another as

at baltimore national pike. this traffic report is brought to you by bill's carpet. bill's has got it all for you. don back over to you. thank you the the teenager who opened fire inside perry high school has herd his sentence in court. robert gladden who pleaded guilty to one count of taled murder for a school that have tier your shooting has been sentenced to 35 years in prison. he admitted he'd been plotting the attack for month. while he said he didn't aim at anybody daniel borowy was shot and is still recovering from wounds. today city police have identified the two people found shot to death inside a burning car. they're identified as 33-year- old alysia strickland and 34- year-old taewon tuck. police say the two had gunshot wounds to their heads and that strickland was a graduate student at morgan state university. thousands of baltimore yans descend on annapolis rallying
